HETEROGENEOUS GROUP DECISION MAKING IN INTEGRATED WATER RESOURCES MANAGEMENT abstract

Complexity of exchanges in economic and social environments in general, and the complexity of water resources management issues specifically and direct relation to other sciences have caused the alone decision maker (DM) unable to consider all aspects of the water resources planning and management problems. Therefore, it is necessary to use the decision makers with different knowledge, skills and experiences and different relative importance (group decision-making) in this field of activity. The aim of this paper is to develop a new process for the consensus-based heterogeneous group decisionmaking models. In addition, introducing the group decision-making process and studying its efficiency in integrated water resources planning and management will be presented. To study the efficiency and application of proposed process in integrated water resources management, a case study in North China has been examined.Results of studies indicate the importance of considering and calculation of the DMs’ weights in group decision-making process and efficiency and application of it in water resources planning and management. Application of the proposed method helps to solve the problems which many stakeholders with different weights participate in decision-making process of water resources management.
