Based on current city growth pattern, in 2050, two third of the urban area s development will take place in present empty lands and it is crucial to set the future expansion on sustainable urban development instructions. However, a well-organized plan in addition to an acceptable construction process with limited mistakes (near to zero) seems to be unapproachable in city scale. The most practical procedure to reach the sustainable developments goals is to develop the components of the city, which are neighbourhoods, in a sustainable manner. This study questions the aspects of an inclusive plan for designing sustainable neighbourhoods, adaptive to all regions.As a matter of fact, this paper aims to represent a comprehensive agenda for designing sustainable neighbourhoods in vacant lands that can help designers taking practical steps toward sustainable urban development. The agenda is represented as a list after reviewing, selecting, and classifying the precise data out of the prior scientific papers, book resources and case-study reports on the issue. In conclusion, this agenda, which is focusing on society, economy, environment and natural resources, and governance, is predicted to be an operative instruction for designing sustainable neighbourhoods in current blank lands.
