Abstract:

Nowadays, Information Technology (IT) and communication system has evolved many societies, especially cities and governments in which the concept of electronic city, electronic government, electronic municipality, electronic citizen and electronic services are included. These concepts are at the center of researchers and intellectuals attention. At the time being, many countries endeavor is to implement the E-city and E-Government. In this paper we have managed to recognize relevant barriers for establishment of E-city in Iran. All required data for recognition of barriers were collected from involved specialists of Ministry of Communications & IT of Iran and IT Organization of Tehran Municipality through questionnaire. According to literature and interview with specialists, mentioned barriers for applying of E-city in Iran are as: The support quandaries (non-financial ones), behavioral, cultural and educational plights, the security, legal and license predicaments, the hardware, orismological and infrastructural curbs, the software and fiscal problems. With the fast development of the E-city, it becomes critical to set up an Evaluation system. Fuzzy AHP is a multi-criteria evaluation method evolved from Saaty s AHP. So, this paper aimed to find out and rank the key barriers that affect success in E-city using FAHP, and help managers to determine the drawbacks and opportunities.
