Abstract:
Improving the oversight mechanisms of the healthcare system including clinical laboratories, has always been one of the top priorities of ministry of health.Reference Health Laboratory (RHL), as a directorate general in ministry of health, has constantly been trying to improve the elements involved in laboratory oversight system, i.e. developing laboratory standards, as inspection criteria, training the qualified auditors, compiling inspection checklists, defining complaints handling procedures, and so on. However, there are still some setbacks and challenges in laboratory regulatory oversight system that need to be addressed. In this regard, during the past few years, RHL has called series of meetings with different groups of the stakeholders, such as authorities from medical universities, laboratory scientific societies and top management of ministry of health, to discuss the matter and define appropriate measures to overcome the challenges and improve oversight system. In the meantime a questionnaire was designed and sent to medical universities seeking for feedbacks from experts in different provinces about challenges they were facing at district levels and what would they suggest to tackle those challenges. Summary of the received comments revealed that every parties agreed that there should be a reform in oversight mechanism and inspection processes and procedures. In this article, plans that have been devised as well as measures that have been taken to reform the laboratory regulatory oversight mechanism, such as revising laboratory bylaw and regulations, upgrading oversight checklists, registration and ranking the qualified assessors and coordination with other authorities and organizations, and the actions that have been taken so far by RHL, will be elaborated.
