Abstract:

Growth of population, the increased number of vehicles, travelers and freight carriers as well as the pace of globalization have affected travel demand and subsequentlyhave reshaped the travel patterns of commuters and freight carriers in many different ways. So traffic air pollution is one of the important problems in most majorworldwide cities, which is caused by the vehicles congestion. This problem inflicts a lot of complications and expenses. One of the biggest concerns of urban managers isto apply policies and procedures for managing and controlling the harmful effects of pollution and to improve urban air quality. Traffic Demand Management can be seenas any action, strategy and policy or a set of those aimed at influencing people s travel behavior in such a way that travel demand is reduced or redistributed in spaceor in time by introducing alternative mobility options while meeting the mobility needs of a region. Downtown areas are very important in land uses and travelattraction. Improving the traffic in urban areas and promoting the use of public transportation systems are the aims of this urban management policy which alsohelps to reduce air pollution. Thus, in this paper, a model was proposed to introduce a congestion charging scheme and then the effects of this model on the networkperformance factors, were evaluated. The proposed model is analyzed through simulation by EMME/2 for initiating congestion charging scheme in Tabriz. As theresult of this study, the effects of this project to improve traffic management and air quality in the city center were studied.
