The Role and Features of Resource-Saving Processes in Modern Conditions of Managing the National Economy and the Implementation ofState Strategic Initiatives

Purpose of the study: The purpose of the preparation of this article is to determine the substantive essence of resource-savingactivities at the level of state regulatory management, identify problem points, specific features and key trends in the aspect ofmedium and long-term planning. Methodology: The leading approach to the study of this problem was the content analysis ofscientific-theoretical and practical materials, expert assessments of domestic and foreign scientists in the field of resourceconservation, strategic planning and tactical development of the state regulatory mechanism. Results: The results of the study are thatthe authors described the features of resource-saving processes, as well as their principles, methods, directions and approaches, whichformed the basis for the formation of a range of key tasks aimed at implementing resource-saving policies at the government level.Applications of this study: The theoretical significance of the article’s materials consists in deepening and expanding the scientificand methodological approaches to the interpretation of the category resource saving , in the course of which the substantive essenceof this definition was established. The materials of the article are of practical importance and can be used in the development ofstrategic programs for resource conservation and resource efficiency at the regional and national levels, as well as in trainingpersonnel for this field of activity. Novelty/Originality of this study: The novelty of the research results lies in the fact that the stateinstruments for activating and regulating the process of resource saving were clarified, and conceptual provisions were developed toprovide for the process of transition of the national economy of the Russian Federation to the path of resource-saving development.The originality of the research consists in the systematization of foreign experience, which determined the fundamental basis of thetasks in the implementation of resource-saving policy at the governmental level.
