Abstract:

In the recent years, the regulators employ variousforms of reward/penalty schemes (RPS) in electric distributionnetworks to ensure the reliability of services. In the presence ofRPS, distribution system operators (DSOs) would be exposed tofinancial penalty if they cannot provide reliable service to thecustomers. This means that the uncertainty in the reliability ofservices shows itself in financial risk faced by DSO. In suchcircumstance, DSOs are induced to reinforce the reliability ofservice through reliability reinforcement projects such aspreventive maintenance (PM) projects. The maintenance projectsshould be managed in a way that the maximum profit can beobtained in the minimum risk. This study introduces risk-basedmaintenance management in the presence of RPS. Modeling thedependency of component failure rate on the preventivemaintenance (PM) expenditure is the core of risk-basedmaintenance management, and this paper introduces thegeneralized proportional failure rate model (GPFM) for thispurpose. This model together with the outage time generationalgorithm (OTGA) help us to determine the financial risk facedby DSO. To verify the proposed method, it was implemented inthe overhead line (OHL) feeders of a real distribution network.
