Abstract:
Citizenship is an allegiance of person to a state. Each state determines the conditions underwhich it will recognize persons as its citizens, and the conditions under which that statuswill be withdrawn. Recognition by a state as a citizen generally carries with it recognitionof civil, political, and social rights which are not afforded to non-citizens. In general, thebasic rights normally regarded as arising from citizenship are the right to a passport, theright to leave and return to the country/ies of citizenship, the right to live in that country,and to work there. Some countries permit their citizens to have multiple citizenships, whileothers insist on exclusive allegiance. Many thinkers such as Giorgio Agamben in his workextending the biopolitical framework of Foucault's History of Sexuality in the book, HomoSacer, point to the concept of citizenship beginning in the early city-states of ancientGreece, although others see it as primarily a modern phenomenon dating back only a fewhundred years and, for humanity, that the concept of citizenship arose with the first laws.Polis meant both the political assembly of the city-state as well as the entire society.Citizenship concept has generally been identified as a western phenomenon. One of themost important concerns of urban planners is to ensure the maximum satisfaction ofcitizens. The issue of the satisfaction of the residents of a city as the basis of consequencessuch as a sense of belonging to a place, identity, active participation, social cohesion, etc.,as the fundamental goal of urban planning, has a special importance and position.Formation and institutionalization of sustainable and democratic society requires seriousattention to the citizenship rights. Citizenship is a status which is including a set of rights,duties and obligations and emphasis on equality, justice and independence. On the otherhand urban has an undeniable role for citizenship rights which will be attained with properand justice planning. Hence, the primary aim of this study is, Defining and prioritizing theeffective urban planning parameters on the citizenship rights. To accomplish the abovetarget, more or less significant concepts such as citizenship, civic rights, urban planningand targets were determined as a theoretical framework by utilizing the analytical method.Then, Islamic Republic of Iran has been studied based on its constitution as a case study.Then the effective urban planning parameters of the citizenship rights were defined andprioritized by using Analytic hierarchy process evaluation method (AHP) and Expertchoice software.
