Abstract:

The damage caused by natural and unnatural disasters is one of the main obstacles to sustainable development, and the countries' lack of preparation and adequate response in this regard has caused heavy losses and damages to the nations and their assets, which are sometimes irreparable. In general, a crisis is a sudden and unusual situation that occurs as a result of natural or unnatural events. Due to the high possibility of various incidents in our country, it is necessary for managers and organizations in charge of crisis control to be constantly ready to face crises and take the necessary measures. It seems that one of the main problems in the field of crisis management is the lack of effective coordination and cooperation between the organizations involved in crisis management and the lack of proper use of available facilities. In such a situation, a set of Crisis Operation Centers (EOC) is proposed, whose design is based on the latest standards in the field of crisis management. In the Crisis Operation Centers (EOC), various informational, communication and operational departments have been tried to establish interoperability between them, providing the basis for decision making, control, effective and timely guidance by the crisis commander and other elements who have a role in crisis management. do In situations where it is very difficult to coordinate all the involved departments, the Crisis Operations Command Center (EOC) can enter the scene and as the only decision-making part, take over the command of the operation and make the decisions that cause the situation to return to normal. Take the shortest possible time and be the most effective.
