The role, position and application of strategic thinking approach in urban development

Using the findings of various sciences in urban areas is a way of expressing the need to respond to numerous and complex urban issues. Promotion and improvement of the quality of urban life in the context of the changes and transformations of the current world has made it inevitable to benefit from the findings of other sciences. With the occurrence of the communication revolution, competition between cities has become possible in attracting capital and gaining a place suitable for the capabilities of the urban arena. In this way, the field of urban development is more like the field of competition of organizations and commercial companies. Today, in the field of management, new strategic approaches play an essential role in achieving effective strategies, and the strategic thinking approach is considered as the most emerging strategy approach. The purpose of this research is to analyze the application of strategic thinking approach in urban planning. Therefore, by reviewing the relevant literature, an attempt has been made to identify the characteristics and capabilities of the strategic thinking approach for its application in urban planning. The conducted studies show that there are several models for the establishment of strategic thinking. After careful analysis of the provided models, finally "Ghaffarian and Kiani model" was recognized as suitable for use in the field of urban planning, and in the continuation of the urban planning research process, an interpretation of its components and stages has been presented in the form of a conceptual model. The orientation of the adjusted model is towards minimal interference in the urban environment through the accurate detection of obstacles that prevent the actualization of the capabilities of the intervention area. In this model, the strategic goals of development and competition are obtained from the heart of urban values and capabilities; And the way to achieve the strategic goals will be through effectiveness strategies that get their effectiveness from the accurate detection of obstacles and knowledge of the rules of the usual urban planning paradigm.
