Abstract:
As we know, education is one of the most important ways to grow and cultivate productive human capital, and the economy of a country cannot develop without it. Therefore, in this research, the researcher aims to define human capital and express the related theoretical frameworks, to examine and compare the level of educational investment in some countries of the Persian Gulf Council during the years ۲۰۱۸-۲۰۲۱. The reason for choosing these countries is the oil structures in their economy, which has led to common points in their export revenues. on the other hand, some of these countries did not have adequate data during the years examined in this research, and thus the countries with data have been selected on the UNESCO website. Therefore, a number of components were selected using an analytical and descriptive method to compare the countries in question, and their numerical values were extracted from the UNESCO website. Finally, using the AHP method and relying on the extracted numerical values, the studied countries in terms of the per capita level of educational investment were classified in which Qatar took the first place and Iran took the last place in the ranking.
