Abstract:

This research paper delves into the Conference on Security and Cooperation in Europe (CSCE). The signing of the Helsinki Final Act in ۱۹۷۵. It highlights the impact of these events on both the dynamics of the Cold War and discussions surrounding rights. The Helsinki Final Act, although not a treaty, played a crucial role in improving relations between the Communist bloc and Western nations. It set in motion what is known as the "Helsinki process," which involved a series of review meetings to ensure that states adhered to rights and humanitarian principles. The paper examines how leaders like U.S. Presidents Jimmy Carter and Ronald Reagan as Soviet Union Mikhail Gorbachev strategically utilized the Helsinki Accords. They saw them as a means for bringing about reforms. Ultimately concluding the Cold War. Additionally, this research explores how different reactions and interpretations of the Accords emerged both in Eastern Europe and Western countries, emphasizing their role in promoting dialogue and diplomacy and indirectly influencing changes across Eastern Europe. Finally, it critically evaluates the significance of the Helsinki Accords as evidence of engagement power while highlighting their ongoing relevance within contemporary geopolitical discourse.
