Abstract:

The concept of measurement, reporting, and validation (MRV) in order to be aware of the existing conditions, reduce emissions, and take measures to increase compatibility and provide an organizational structure has been widely used in many fields at the national and international levels in order to ensure transparency. It is also used to help in the effective execution of a given activity. The MRV system leads to the acquisition of the existing conditions of the country, laws, high-level documents, and organizations and stakeholders involved in the process. The Environmental Protection Organization at the level of the Vice President of Iran is responsible for protecting the environment and managing and reducing the emission of pollutants and greenhouse gases in the country. Due to the importance of the issue, this organization has started studying the necessary measures to launch this system. In this article, the existing MRV systems in other countries around the world have been reviewed, and finally, according to the results of the studies, the most compatible system according to the conditions of the country has been proposed. First, the existing systems of reporting, measurement, and verification in ۱۰ countries of the world are examined, and then the international experiences and best examples of the MRV system are presented, along with the organizational structures of countries such as Germany, South Africa, Indonesia, the European Union, Brazil, Turkey, China, Colombia, Kenya, New Zealand, and others. According to the existing conditions, the challenges and successes of the prevailing successful structure, resulting from studies and national conditions, have been reported.
