Artificial Intelligence Ecosystem Architecture for Ethical Governance: A Localized Framework for Iran

This paper presents a localized framework for developing an AI ecosystem tailored to Iran's socio-cultural and ethical context. As artificial intelligence (AI) becomes a driving force in global innovation and governance, ensuring its alignment with cultural and ethical values is critical. The study addresses the unique challenges and opportunities in establishing an AI ecosystem that prioritizes ethical governance, indigenous technological infrastructure, and education. The proposed framework emphasizes collaboration among academia, industry, and government to foster innovation while safeguarding national sovereignty. It incorporates practical measures, such as creating national data repositories, developing AI-specific hardware, and implementing adaptive regulatory policies to address infrastructural and governance challenges.
