Abstract:

Artificial intelligence (AI) governance has become one of the most critical policy challenges of our time due to the profound impact of this technology on the social, economic, and political dimensions of the world. This study conducts a comparative analysis of AI governance approaches in three leading regions: the United States, the European Union, and China. The United States emphasizes market-driven innovation and private sector support, the European Union adopts an ethics-oriented and risk-based approach, and China focuses on extensive state investment and strategic objectives. Using a comparative method, this research analyzes the policy frameworks and governance requirements of each region, identifying their strengths and weaknesses. The findings reveal that the EU leads in ethical regulation, China prioritizes rapid development and national security, and the US supports technological innovation and a free market. These differences stem from the unique economic, social, and geopolitical priorities of each region. The study provides policymakers with insights to design comprehensive and balanced AI governance frameworks by leveraging the experiences of these regions. Additionally, challenges such as ethical concerns, algorithmic biases, and the social implications of AI are highlighted as central issues.
