Abstract:

Contextual factors play a key role in the successful establishment of knowledge management in organizations. This study, assuming that the most important contextual factors for the establishment of knowledge management in any organization are the information technology system, knowledge processes, and organizational culture, and that utilizing these foundations leads to the most complete use of the knowledge available in the organization, seeks to explain and assess the status of each of these factors for the establishment of knowledge management. This research was conducted with the aim of identifying the underlying factors of knowledge management in the Tehran Municipality Crisis Management Organization. A questionnaire was administered to the employees of the Tehran Municipality Crisis Management Organization in ۲۲ municipal districts regarding the status and importance of each of these factors in the field of knowledge management establishment. These factors were ranked using SPSS software and the Friedman test. Based on the resulting data, based on the perspective of the employees of the Tehran Municipal Crisis Management Organization, the most important factor for establishing knowledge management is a correct and supportive organizational culture, because if we provide all the infrastructure related to the establishment of knowledge management in an organization, but the organizational culture that includes the elements of participation in decision-making, management support, and a sense of organizational belonging is not in the organization, knowledge management will not be established. In the same way, and in the continuation of the prioritization of factors, the information technology system is prioritized in second place and knowledge management processes in third place. Therefore, before launching and implementing an information technology system, an organizational culture must be established in which managers and employees easily share their tacit knowledge with others.
