Abstract:

این مقاله باز آفرینی ایده های فرا انقلابی برای تجزیه و تحلیل استفاده از سیستم های مبتنی بر هوش مصنوعی باهدف مقابله با «جنگ شناختی» را تجزیه و تحلیل می کند و پیامدهای چنین سیستم هایی را برای حقوق و ارزش های اساسی به طور انتقادی بررسی می کند. پس از توضیح مفهوم «جنگ شناختی» آنطور که در گفتمان امنیت عمومی معاصر استفاده می شود، مقاله ظهور ابزارهای هوش مصنوعی مولد را شرح می دهد که انتظار می رود مشکل فعالیت های خصمانه علیه اکوسیستم های اطلاعاتی آنلاین جوامع دموکراتیک را تشدید کنند. در پاسخ، محققان و سیاست گذاران پیشنهاد کرده اند که از هوش مصنوعی برای طراحی اقدامات متقابل، از سیستم های هشدار اولیه مبتنی بر هوش مصنوعی گرفته تا ابزارهای تعدیل محتوای دولتی، استفاده شود. با این حال، این مداخلات، به درجات مختلف، با حقوق و ارزش های اساسی مانند حریم خصوصی، حقوق ارتباطات و حق تعیین سرنوشت تداخل دارند. این مقاله استدلال می کند که چنین پیشنهادهایی به طور ناکافی پیچیدگی اکوسیستم های اطلاعاتی آنلاین معاصر، به ویژه دشواری ذاتی در ایجاد علیت و انتساب را در نظر می گیرند. تکیه بر اصل احتیاط ممکن است در غیاب شواهد تجربی قطعی از آسیب، چارچوب توجیهی برای اقدامات مبتنی بر هوش مصنوعی برای مقابله با «جنگ شناختی» ارائه دهد. با این حال، هرگونه مداخله دولتی از این دست باید مبتنی بر قانون باشد و تناسب اکید را رعایت کند.
