Abstract:
Today, the field of Human Resource Management (HR) is experiencing numerous pressures for change. This paper introduces the development of Human Resource Management (HR) from a historical perspective and explains the debate between HR and personnel management. Thus, the paper identifies the historical developments and their impacts on HR, outlines the development and functions of HR, explains the differences between HR and Personnel Management, evaluates ‘hard’ and ‘soft’ approaches to HR, illustrates how diversity is an issue in Human Relations (HR) practice and finally considers HR as an international issue. It concludes with a discussion about ‘hard’ and ‘soft’ models of HR and its implications for the human resource manager.
