Abstract:
While the social sciences have a long history and are well documented through a large body of literature, the meaning of the social dimension within the context ofsustainable development is less understood. This paper determine the 16 counties of Guilan position in terms of social dimensions of sustainable development and discussed from the perspective this purpose four criteria:1-Equality and Justice 2- Population andHousing 3- Education 4- Healthcare, and 13 sub-criteria which selected by the national sustained development committee of Iran and statistical annals of 2011. Thisevolutionary (developing) research methodology is analytical-descriptive. Data collected by library method and AHP questionnaire formulated for the experts of management and planning organization of Guilan province, in a field study. Statistical population included16 counties of Guilan province based on political divisions of 2011. Statistical data, in general, relied on 2011 population and houses census. The present research rankedcounties’ development by TOPSIS method. Further, at third step of TOPSIS, AHP technique used to prioritize the factors. Finally, the counties categorized into four classes of deprived, semi-deprived, semi- developed and developed by clustering method throughusing SPSS software. Finally, Rasht county has the highest rank in term of social dimensions of sustainable development in Guilan province and Masal, Rezvanshahr, Siahkal and Astara are deprived counties. Government plays a central, key role in the process of social and economic development. However, it serves as a partner, accelerator and facilitator of development trend rather than the growth direct provider. The critical measures of reducing social inequalities in Guilan province counties include more fairly distribution of facilities and social services by providing equal opportunities
