Abstract:

In this paper, a security-constrained unit commitment (SCUC) model is proposed based on Iran electricity market rules which is managed by Iran Grid Management Company (IGMC). In a restructured power market, independentsystem operator (ISO) executes the SCUC program. The objective of SCUC is to obtain minimum system operating cost with respect to the system security. In Iran electricity market, each unit sendsits stepwise bidding curve, including ten steps, and ISO uses payas- bid mechanism to run the SCUC program and clear the market. In this paper, SCUC is modeled as a mixed-integer programming(MIP) and solved by General Algebraic Modeling System (GAMS). Maximum power exchange between different areas is also one of the most important constraints in Iran electricitymarket that is considered in the proposed SCUC model. The general generation constraints, such as maximum and minimum output power, minimum up/down time limits and ramp up/down limits, are also included in this model. Six and 118-bus IEEE test systems are utilized in case studies of this work.
