A robust possibilistic optimization approach to disaster relief logistics network design problem abstract
In this paper, a dynamic multimodal multi-commodity disaster relief logistics network based on the Federal Emergency Management Agency (FEMA) structure has been proposed. The network consists of multiple actors including Vendors, governmental and commercial storage sites and local points of distribution. The objective of the model is to minimize weighted sum of unmet demand. Total costs and fairness in distribution have also been considered in the form of constraints. Uncertainties in demand, cost and importance weight of demand nodes are taken into account as trapezoidal fuzzy parameters and the resultant model is solved using a robust possibilistic programming approach. The proposed approach has been applied to a real case study in northern Tehran and the results have been thoroughly analysed.
