Abstract
Social development, as one of the fundamental pillars of sustainable progress, focuses on improving citizens’ quality of life, strengthening social capital, enhancing civic participation, and reducing inequalities. Alborz Province—particularly the metropolis of Karaj—due to its rapid population growth, high migration rates, cultural diversity, and economic and urban pressures, faces specific challenges and opportunities in the field of social development.
This article adopts an analytical–applied approach to explain the concept of social development, examine the current situation in Alborz Province and the city of Karaj, and propose strategies for achieving balanced and sustainable social development. The main objective is to provide a framework for social policy-making and planning at both the provincial and urban management levels.

Introduction
In modern planning literature, social development is considered complementary to economic and physical development. The experience of major cities has shown that physical growth without attention to social dimensions leads to inequality, social harm, and declining public trust.
Alborz Province, which has experienced significant growth in recent decades due to extensive migration and population concentration, requires targeted social policy-making. The metropolis of Karaj, as the provincial capital, faces numerous challenges including informal settlements, social disparities, shortages in cultural and social infrastructure, and the limited effectiveness of local institutions.
Under such conditions, social development is not only a theoretical necessity but also a managerial and governance imperative.
Concept and Dimensions of Social Development
Social development is a process through which people’s quality of life, social justice, access to public services, social participation, and sense of belonging are enhanced. Its key dimensions include:
Social Justice and Reduction of Inequalities
Fair access to educational, health, cultural, and welfare services is a primary indicator of social development.

Ensuring spatial justice in the distribution of urban services
Enhancing transparency and direct dialogue with citizens

To achieve social development in Alborz Province and the city of Karaj, the following strategies are proposed:

Conclusion
Social development in Alborz Province and the metropolis of Karaj is a prerequisite for sustainable development and effective urban governance. Without attention to social capital, civic participation, and social justice, physical and economic growth cannot lead to genuine improvements in quality of life.
It is essential that social planning be recognized as a central axis of urban and provincial policy-making and that a balanced and sustainable development path for Alborz and Karaj be designed through the participation of all stakeholders.
Experiences of successful cities demonstrate that investment in the social sphere yields long-term benefits in economic, cultural, and urban security domains. Therefore, serious attention to social development is not merely an option but an unavoidable necessity for the future of Alborz Province.
