Abstract:

The purpose of this study is to investigate the extent to which government intervention is involved in the implementation of the electronic health record in the health system. Various aspects of this intervention have been discussed in the implementation of electronic records in the hospital, doctors and patients. The type of interference in this study is the ability of technology, financial incentives, training, and binding laws. For mathematical modeling, firstly, the factors affecting the implementation of the electronic record are identified in three aspects, then their relationship is discovered and the factors that affect the causal loop diagram are discussed separately. For policymaking in the implementation of the electronic record, the model is simulated in Vensim software to achieve predictable results with a change in the government interventions. Eventually, in order to scenario the implementation of electronic records, by looking at the dynamic hypothesis, the status of doctors, patients and the hospital, with increasing of each intervention, was examined to measure the interference and effectiveness of each. The results show that the ability of technology and financial incentives have the greatest impact on the aspects of the hospital and doctors, and the binding laws have had the most impact on the patients.
