Abstract:

Optimal dam operation before and during flood events is critical to flood control and mitigation of risks threatening downstream regions. In this study, we propose an approach for dynamic monitoring of reservoir operation, leveraging satellite data and image processing techniques implemented via the Google Earth Engine platform. We validated this approach for data from the Dez, Karkheh, and Gotvand dams and used it to assess their performance during the massive flash floods of spring, 2019. Our results witness that, the operation of the Karkheh dam during three months before the flood event was not effective in mitigating the flood damage
