اعتبارسنجی نظریه واگنر و اثر قانون اصلاحات بودجه ریزی عملیاتی بر مخارج عمومی کشورهای منتخب آسیایی abstract

با توجه به این‎که در هر نظام اقتصادی قانون واگنر به وجود رابطه تعادلی بلندمدت مثبت بین رشد درآمد سرانه و اندازه نسبی بخش عمومی اشاره دارد، هدف محوری پژوهش حاضر اعتبارسنجی نظریه واگنر و قانون اصلاحات بودجه ریزی عملیاتی بر مخارج عمومی و اولویت های آموزشی، بهداشتی، و نظامی است. بدین منظور از داده های ۱۳ کشور منتخب آسیایی طی سال های ۲۰۱۸-۲۰۰۰ و تکنیک حداقل مربعات تعمیم یافته عملی (FGLS) استفاده شد. نتایج پژوهش گویای آن است که با افزایش تولید ناخالص ملی سرانه روند و ساختار مخارج عمومی، اولویت های آموزشی و بهداشتی افزایشی و معنادار است. ولی در برنامه نظامی این اثر منفی و معنادار است که این امر می تواند دال بر اعتبار قانون واگنر در مخارج عمومی و اولویت آموزشی و بهداشتی باشد. علاوه بر این، نتایج در مورد اثر قانون اصلاحات بودجه ریزی عملیاتی بیانگر آن است که این قانون به تغییر ساختار بودجه و روند مخارج عمومی در این کشورها منجر شده است، اما در اولویت های آموزشی، بهداشتی، و نظامی معناداری این ضریب تایید نمی شود، یعنی اثر اجرای این قانون به دلیل عدم تغییر در ساختار، روند مخارج و الگوی تخصیص بودجه برنامه های آموزشی، بهداشتی، و نظامی در کشورهای مورد مطالعه موقتی است و دائمی نیست.
