Abstract:

Introduction: Multi-purpose bases of disaster management as an appropriate strategy are suitable locations in critical situations in order to reduce damages and losses. Before the establishment, the selection of proper location should be considered due to the safety assessment and performance evaluation of the bases. With regards to recognize the multi-purpose bases and their functions, this study aims to realize essential requirements for selecting a suitable location. Thus, the old urban texture of Kermanshah city was selected as the case study. Method: In this paper, the important factors and weighting of the data were determined to locate bases. Then, the capability of GIS is used to prepare, integrate and analyze layers based on system ability for solving complex problems and facilitate spatial analysis. The final analysis has been made by using weighted overlap method in GIS. In the end, optimal locations for design and construction of multi-purpose bases of crisis management have been provided. Conclusion: The results show that ۱۰/۰۴% and ۵/۵۸% of lands of Kermanshah with old texture are fully compatible and completely incompatible respectively. In addition, areas of the city which have both good urban spaces and easy access such as green spaces, sports, educational etc. have relatively better potential to establish the bases.
