Abstract:

The increasing growth of urbanization in the world and the emergence of problems and issues arising from it, such as the increase in the unemployment rate, the occurrence of environmental, health, traffic problems, the reduction of natural resources, the reduction of social relations, etc., have created the need for new measures in the field of urban planning and urban development. In the meantime, attention to the smart city as a new approach in urban planning is developing and expanding. On the other hand, in the contemporary era, we are facing the arrival of the wave of technology on a wide level and its wide impact on various aspects of life. The border of relations has become wider and to solve urban problems, electronic city was formed based on information and communication technology. The research aimed at shedding light on the practical potential of smart cities in the process of sustainable development of cities . The study examined the concept of smart cities and their characteristics and components, as well as the concept of sustainable development and its dimensions while studying some of the international experiences for the establishment and transformation of smart cities (Tehran, Yazd, Shiraz and Isfahan).The study also conducted a case study for the city of Tehran and how to transform it into a smart city through a set of mechanisms, namely, the existence of intelligent objectives and strategies through which to develop a vision for the city of Tehran. And building applications that help transform government services and life into an egovernment system by developing the city's ICT infrastructure, building citizens' capacities and deploying smart applications, helping to implement the city's eheritage proposition. The research has reached a set of conclusions and recommendations. The communication infrastructure is the mainstay of smart cities, but it is not enough to create a smart city without the other elements (citizen, management, economy, environment, and living).
