Abstract:

منشور شهروندی سندی مکتوب است که به عنوان ابزاری برای افزایش توانمندسازی شهروندان، تقویت پاسخگویی کارگزاران، افزایش اعتماد میان کاربران خدمت و عرضه کنندگان آن به کار می رود و موجب افزایش اثربخشی و عملکرد سازمانی با ایجاد یک تعهد عمومی به پایبندی برای اندازه گیری استانداردهای ارائه خدمات می شود. در حال حاضر با گذشت بیشتر از سه دهه از طرح مفهوم منشور شهروندی هنوز در این باره خلا علمی و کاربردی وجود دارد. با توجه به این موضوع هدف اصلی مقاله حاضر شناخت مراحل استقرار منشور شهروندی در سازمان های دولتی است . این مقاله از نظر هدف ، کاربردی و از نظر نوع داده ها ، کیفی است و با روش فراترکیب و از تکنیک فرایند هفت مرحله ای ساندولوسکی و باروسو (۲۰۰۷) و چارچوب مهارت های ارزیابی حیاتی، از بیست مقاله استفاده شده است. با مرور ادبیات مشخص شد چارچوب و پایه های نظری منشور شهروندی براساس حقوق شهروندی، حاکمیت عمومی، مدیریت دولتی نوین و مدیریت ارزش های عمومی استوار است. همچنین پس از ارزیابی مقاله های به دست آمده مدل استقرار منشور شهروندی شامل چهار مرحله آماده سازی، طراحی، استقرار، پایش و ارزشیابی با استفاده از تحلیل متون در قالب نرم افزار MAXQDA ارائه شد. در نهایت نتیجه گرفته می شود که اجرای منشور شهروندی در سازمان های دولتی، موجب ارتقا پیدا کردن استانداردسازی خدمات، اطلاعات، قابلیت دسترسی، مشارکت، عدم تبعیض، پاسخگویی، شفافیت، قابلیت اعتماد و سازوکار رفع نارضایتی است.
