Environmental risk assessment of Hydrocracker unit in Abadan oil refinery using the EFMEA analysis

Abstract:

Background: Risk assessment is a logical technique used to evaluate risks and is concerned with the identification of risks and their potential consequences for individuals, equipment, materials, and the environment Methods: The study used a Delphi questionnaire to identify the criteria and indices of environmental, health, and safety risk evaluation of the hydrocracker unit. An EFMEA analysis was then implemented to examine, score, and rank the risks in terms of occurrence probability, intensity, detection probability, pollution scope, and recycling potential, resulting in a ranking of the risks associated with the life cycle operation in Abadan refinement plant's hydrocracker unit. Results: According to the results of the Delphi process, ۱۹ out of the ۲۲ items were identified as the main criteria in the environmental, health, and safety risk evaluation of the hydrocracker unit at the Abadan oil refinery. The Results indicated that ۶۷% of the risks associated with the life cycle operation were low while ۳۳% of the risks were high in terms of intensity. ۷۵% of the risks associated with control room operators were low and ۲۵% were low in terms of intensity. ۶۴, ۷, and ۲۹% of the risks associated with the activities of site employees were low, moderate, and high in terms of intensity, while the corresponding figures were ۱۴, ۲۹, and ۵۷% in the case of risks associated with repairs, respectively. Conclusion: Based on the results of techniques EFMEA and Delphi, appropriate methods can be used to identify and reduce risks in similar industries.
