Abstract:

Cities, as the most complex man-made structures, face extensive risks both due to a wide range of hazards and due to multiple vulnerabilities If the city is considered as a living organism and attention is paid to the growth, change and dynamism of cities and citizens, it is still not possible to build a city that has all the components of resilience. But what is important is the will of these cities and their urban management and moving towards ready cities and getting closer to resilient cities. The purpose of the current research is to explain the strategy to increase the resilience of Sari areas against floods. The method of this research is descriptive-analytical and field. For data analysis, one-sample t-test and Pearson correlation were used in SPSS software and spatial analysis in GIS. WASPAS model was used to rank the areas of Sari in terms of flood resilience. The results showed that the fourth region is the most resilient region in Sari against floods and has a very high resilience (۰.۰۰۱۸۵). Region two has high resilience (۰.۰۰۱۶۰), region three has relative resilience (۰.۰۰۰۸۷), and region one has low resilience (۰.۰۰۰۷۴). Based on the results of the research, the most important issue in explaining the strategy to increase the resilience of Sari areas against floods is the lack of cooperation and participation of citizens, urban organizations and interest groups in realizing this. For this purpose, in order to coordinate and align organizations and realize operational and research solutions, the formation of a quadripartite committee (RPCMO) has been proposed.
