This research was done with the aim of investigating one of the basic problems in Islamic political thought, that is, the problem of management. Based on this, the research problem is about the extent of management in
Islam as a religion, the extent of religion in
Islamic government and the nature of the relationship between religion and
politics in Islam. From the hypothesis that the social and political movement in the early Islamic society and from its beginning led to the necessity of the existence of a government in which the content of the message of
Islam is evident. Public administration in the first era of
Islam had a comprehensive nature and included many modern administrative concepts, and the main goal of this research is to find the roots of the concept of public administration in Islamic political thought. This root search was done based on what is stated in the Quran, Sunnah, deeds and life of the Holy Prophet (PBUH), and in this research, an attempt has been made to clear the ambiguity and confusion of many misconceptions about politics, religion and its truth. The connection between them, the explanation of the political proofs in the life of the Messenger of God, may God bless him and grant him peace, and the approach, the comprehensiveness of
Islam and its role in political life, and the organization of governing relations based on justice and equality, maintaining rights and freedoms, and respect It is the will of the nation, in this research, the importance of government in
Islam is mentioned. The first
Islamic government was created in which all the pillars and components of the government were completed and it can be considered as a reference for the formation of the government after the era of the Holy Prophet . This study showed the administrative level of the Messenger of God, may God bless him and grant him peace. This study reached several conclusions and the result of the research can be briefly stated:
Islam in all matters that are the subject of transformation and development, according to the approach, goals, The philosophies are adhered to, and among these things, we can mention the formation of the government and the management and
governance of the nation. The government is obligatory and necessary in
Islam and it is a civil duty that God has placed on the believers of the message of
Islam as a religious duty. Also, in this research, we came to the conclusion that the relationship between the concept of government and administration does not appear as a problem in Islam. Because the study revealed that the administration of government in
Islam with its political and administrative dimensions is an embodiment of the expression of Islamic Sharia.
