Artificial intelligence (AI) is a set of technologies that enable computers to perform a variety of advanced functions, including the ability to see, understand and translate spoken and written language, analyze data, make recommendations, and more. "Artificial Intelligence" refers to the ability of computer systems to perform tasks that appear to require human intelligence and thinking. These systems make complex decisions and processes using algorithms, mathematical models and input data. The opportunities created by technological advances, especially in the field of artificial intelligence, are significant in various sectors. According to various experts, in the next few decades, artificial intelligence will show its various capabilities and will radically transform existing power, wealth and prosperity. A development that is comparable to the industrial revolution in terms of the scope of changes. In contrast to the development and progress of this new technology, the possible risks are not few, and its advances confront the human society with many challenges in the field of governance. Among these risks, we can mention labor force displacement, inequality, change in national power, strategic instability or even the destruction of some values. However, artificial intelligence has been welcomed by leaders of governments and large companies due to its capabilities, and the demand for this new technology is increasing day by day. In this way, the world is transitioning to a world equipped with artificial intelligence. This article provides an overview of how artificial intelligence (AI) is being used in various government sectors. Our methodology is based on a systematic review of 74 articles retrieved from Web of Science and Scopus databases. We found that previous studies have focused less on healthcare, information and communication technology, education, social and cultural services, and the fashion sector. While ignoring the practical implementation of artificial intelligence in these sectors. We provide an organizing framework that articulates the various areas related to governance in the shadow of AI development and addresses research gaps in previous studies, which can be addressed to promote further research in digital data-driven governance.
