Presenting a Native Artificial Intelligence Development Framework in Iran Based on the Values of the Islamic Revolution

This ecosystem, comprised of diverse factors, provides unparalleled opportunities for innovation and sustainable development. The Islamic Republic of Iran, drawing upon its civilizational heritage, human capital, scientific capacities, and unique developmental needs, seeks to design a native and self-reliant AI ecosystem. However, the formation and institutionalization of this ecosystem within the cultural, social, and economic context of Iran requires a systematic, indigenous-oriented approach based on a thorough understanding of its strengths, weaknesses, opportunities, and threats. This article, emphasizing the necessity of adopting a strategic approach, explores the mechanisms for shaping an efficient, sustainable, and equitable AI ecosystem in Iran. The core approach of this research is leveraging the successful experiences of the Islamic Revolution in various fields of knowledge, technology, and management. These experiences, as inspiring models and operational strategies, can play a role in charting the development path of the AI ecosystem in Iran. Solely focusing on imported models, without considering the specific characteristics of the country, will not only be inefficient but can also lead to dependence and the failure to achieve developmental goals.
