Abstract:

Due to the increase in population and the expansion of urbanization in metropolises, class gaps and inequality in access to urban services and facilities have become one of the fundamental challenges of urban management, which leads to a decrease in the quality of life and social instability. This research aims to evaluate the impact of urban management planning on reducing these gaps in the city of Urmia. The research model is based on analyzing the role of urban planning in the fair distribution of services and resources with an emphasis on spatial and social justice. The research method is mixed and includes collecting quantitative and qualitative data through reviewing urban planning documents, interviewing urban managers, and statistical analysis of data using GIS software and descriptive-analytical methods. The results show that existing planning in Urmia has not played an effective role in reducing class gaps due to the concentration of services in wealthy areas, poor coordination between urban management institutions, and insufficient citizen participation. Also, this research suggests solutions such as the use of spatial information technologies, the development of public transportation, strengthening public participation, and targeted distribution of services to deal with urban inequalities. The findings indicate the need to review urban management policies and create a comprehensive and participatory planning system to achieve social justice in metropolitan cities, which can provide a suitable model for other similar cities.
