Abstract:

Despite clear evidence of the environmental consequences of previous development programs in Iran, the country has not succeeded in establishing a discourse in which environmental protection is interpreted as an integral dimension of development itself. From the perspective of paradigm transformation, Iran appears to have experienced at least four decades of delay in integrating sustainable environmental thinking into development policy. Simultaneously, new manifestations of environmental degradation continue to emerge, and in some sectors particularly water governance the crisis has evolved into a socio-political challenge. On the other hand, macroeconomic indicators such as unemployment rates, gross domestic product per capita, energy demand, food security, and the exploitation of oil, gas, and mineral resources continue to intensify the need for development programs grounded in economic growth. This study investigates the relationship between development and the environment in the legal discourse of Iran's Third and Fourth Development Plans through the framework of discourse analysis inspired by Ernesto Laclau and Chantal Mouffe. The findings indicate that although the dominant discourse in Iran has historically been influenced by modernization theory-viewing development and environmental protection as contradictory concepts-the legal texts of the Third and Fourth Development Plans partially challenge this assumption by introducing concepts such as sustainability and ecological development. Nevertheless, the discourse remains unstable and fragmented. The coexistence of conflicting signifiers related to economic growth and environmental preservation demonstrates a discursive oscillation in policy-making, reflecting attempts to address immediate economic and environmental crises simultaneously without achieving long-term conceptual coherence.
