Abstract:
This paper presents a hesitant bipolar fuzzy ELECTRE I (HBF-ELECTRE I) method for multi-criteria decision-making with hesitant bipolar fuzzy information. It addresses the challenge of modeling both satisfaction-dissatisfaction ambivalence and opinion divergence by integrating bipolar fuzzy sets and hesitant fuzzy elements. The proposed method introduces a composite distance measure evaluating both positive and negative membership. Moreover, we propose a concordance discordance classification system using score function and deviation degree. Finally, a numerical example illustrates the framework's effectiveness in handling conflicting expert evaluations.
