Abstract:

Digital Twin (DT) technology, as one of the most important emerging approaches in data-driven governance and planning, enables the creation of a dynamic digital counterpart of physical systems (cities, infrastructure, ecosystems, and service networks). By integrating real-time data, spatial modeling, artificial intelligence, and simulation, DTs allow regional planners to assess the consequences of decisions and development scenarios before implementation. A review of studies indicates that DTs can play a key role in natural resource management (especially water and ecosystems), air pollution monitoring, hazard and disaster prediction/management, transportation network optimization, energy management of buildings and infrastructure, and regional economic-industrial development planning. However, challenges such as data quality and ownership, implementation costs, security and privacy, the need for skilled experts, and cross-sector collaboration requirements hinder widespread adoption in regional planning. This paper explains the theoretical foundations and application domains and proposes a conceptual framework for deploying DTs in regional planning to strengthen smart, coordinated, and sustainable decision-making.
