to move into the twenty-first century in solid waste management and deal with the increasing fraction of solid waste going to landfills, the various regulatory agencies must try to develop a new straregy to optimize the use of existing landfills and prolong the life of any new ones. in the past 10 years, solid waste diversion technologies only succeeded in diverting about 35% of the total solid waste stream. one promising approach is through the mass processing of municipal solid waste in "bioreactor" iandfills.
