امروزه، شهرها بیشتر و بیشتر به واسطه ی مفاهیمی چون شهرخلاق و یا طبقه اجتماعی خلاق تعریف می شود؛ و بدین ترتیب توجهات را به سوی اهمیت فرهنگ جلب می کند. تاثیرات چنین مفهوم سازی هایی روی شهرها و محله ها موضوع نفدهایی از سوی جامعه شناسان شدهاست. ما این نقدها را شرح خواهیم داد و آنها را در خلال تحلیلی در خصوص فرهنگ ناپایداری مورد تجزیه و تحلیل قرار خواهیم داد تا نشان دهیم که چگونه مفهوم شهرهای خلاق می تواندعاملی برای گسترش ناپایداری و عدم ثبات باشد. در این مقاله دو شهر هامبورگ و تورونتو مورد بررسی قرار گرفته اند و اجرای ایده های مفهوم شهر خلاق و نیز پاسخ بخش فرهنگی به اینموضوع بررسی شده اند. پس از آن ما یک مفهوم سازی مجدد از شهر خلاق را بر پایه ی یک فهم مشترک از نقش هنر در فرهنگ پایدار ارائه خواهیم کرد. در این مقاله تلاش شده است ضمن تعمق و تفکر مجدد در باره ی خلاقیت و ایجاد یک فضای باز برای گفتگو و تبادل نظر و با نگاهی به مفهوم هنرمند ارائه شده توسط ریچارد سنت، راهی قابل اتکا برای نیل به سوی شهرهای خلاق پایدار ارائه کنیم.
