An introduction to OECD's Guidance Concerning Chemical Safety in Port Areas abstract
Among the various international codes, conventions and recommendations that concern the transport of Dangerous Goods, OECD's 'Guidance Concerning Chemical Safety in Port Areas' is one of the few that has focused on the critical differences between the environment of port area, and those related to other industrial environment and transport modes.This instrument that has been jointly developed with IMO and UNEP indicates signifies the different nature of port areas, as in comparison with fixed industrial installations as well as various modes of transport, and recommends a governing and management framework for establishment and maintenance of Chemical safety within the port areas.
Whereas according to diversity in cultures, legislations, economy and trade, the ports are managed and operated in different ways around the world, the Guidance has focused on a general outlook on the chemical safety issue, and has not included the elaboration of assignment of particular parties. Indeed for the means of establishment, the task remains for the port community to tailor and domestify the model to meet her specific requirements.
