Demand Response Issues In the United States abstract
This paper is an amalgam and collaboration between two perspectives; the first from a planner, the second from program implementation manager. It starts with a brief overview of the current Demand Response (DR) situation in the U.S. It then addresses some of the issues relevant to a planner, such as why traditional cost-effectiveness tests for DR programs may not be appropriate. It then presents the issues relevant to implementation of DR programs. Lessons learned from a DR program in the Northwestern U.S. reconfirm the need for flexibility in design, on- going learning, and a greater need for customer focus.
