Reviewing the Ex-Ante Assessment in developing policies of upstream documents to counter economic sanctions(The Case of Iran s Oil and Gas Industry) abstract

Economic sanctions will always have positive and negative effects in each country. In the last two decades,emphasis has been placed on evaluating policies before implementation for the development of science andtechnology in Iran. However, it seems that, there is no comprehensive study that criticizes the policies developed inthe five-year plans of development in relation to the role of sanctions. In this research, it has been tried to examineall documents of development plans of the country after the Islamic Revolution and the policies adopted in the fieldof oil and gas industry with an exploratory and descriptive approach ,to answer this question Whether the policymakers in the first to forth development plans that preceded the intensification of economic sanctions against Iranhad adopted policies to face sanctions or not, on the other hand, by reviewing the development documents from thefourth to sixth It has been noted what policies have been taken to reduce the effect of severe economic sanctions.
