How can co-evolutionary processes contribute to foresight in a sectoral systems of innovation Towards a new foresightframework in sectors abstract

Along with the rise of foresight methods, foresight frameworks for practical proposes, based on back-up theories inmanagement, science, technology and innovation studies have become a common approach to practicing it indifferent environments. This article investigates how sectoral systems of innovation and foresight are related andspecifically how sectoral system of innovation can contribute to building a foresight framework in sectoral level. wehave reviewed e theoretical foundation of foresight and innovation system approach and then it is described howSector dynamics and co-evolution between technological base, firms, demand and institutions in a sector, movesectoral system toward the change and transformation and provide a base for reflecting alternative futures. As contribution, this paper proposes a three stage foresight process referred to as sectoral innovation foresightframework. In this approach sectoral uncertainties are identified based on co-evolutionary patterns. Such patternsand uncertainties provide a ground to develop multiple alternative futures in the system. This foresight frameworkhelps stakeholders to achieve sectoral vision. Finally, the proper foresight methods and techniques is proposed foreach stage.
