The base level of a building is one of the effective parameters in determining the earthquake force applied to the structure; because moving the base level to a higher level reduces the height of the structure from the base level and reduces the earthquake coefficient of the structure (its effect on the earthquake coefficient will be examined in detail below), which ultimately leads to a reduction in the earthquake force applied to the structure, and the opposite is also true.
In this regard, the selection of the base level location plays a very important role in the economy and safety of the design of the structure. Before we explain this issue further, it is necessary to familiarize ourselves with the definition of base level.
According to paragraph 3-3-1-2 of the fourth edition of the 2800 standard, the base level in a structure is referred to as the level from which there is a lateral movement difference between the ground and the structure, and below this level, the structure moves with the ground and has no movement difference with it.
Of course, it should be noted that the weight of elements located below the base level (such as retaining walls, ceilings, beams and columns below the base level) will not affect the absorption of earthquake forces.
To better understand this, consider the two figures below.
In Figure 1, the difference in lateral movement of the structure with the ground starts from its foundation, but in Figure 2, the movement of the structure and the ground is common up to the ceiling of the first floor, and their difference in movement starts from the ceiling of the first floor. So for this example, we can say that the base level of structure 1 is at the same upper level of the foundation and the base level of structure 2 is at the level of the first ceiling of the structure. This seemingly simple issue has caused the effective height (h) and the amount of drift (Δ) of the structure to be different in the two structures and the earthquake force exerted on these two structures to be different.
