Roads are part of civilization and infrastructure to support economic and social activities. However, in the recent years high number of road crashes in the urban and suburban roads in the national scale has created an alarming situation in Iran as a fortieth of the whole world crashes occurs in Iran with a population less than a hundredth of whole world. In addition, with more than 27 thousand deaths resulting from road accidents, Iran is considered on the top of list. Although it is very difficult to prevent the damages caused by earthquake, however, a lot of casualties and damages caused by future earthquakes are reduced by increasing knowledge about the seismic hazard, public education, development of safety culture, identification and detailed study of the constructions vulnerability status (buildings, basic construction…) and their scientific immunization and retrofitting. One of the primary requirements for retrofitting, and vulnerability assessment of structures is knowledge about structures technical data, including: General specifications, technical specifications of various elements of structure, seismic and geotechnical specifications of area. Unfortunately, this information is not well documented. The guideline for Providing technical identification (ID) and seismic vulnerability assessment of retaining structures is divided into two major parts: 1. Technical identification (ID) preparation of retaining structures 2. Vulnerability assessment of retaining structures based on technical identification data. Technical identification (ID) preparation retaining structures requires creating data file that will be applied for various study goals. All of the existing information in detailed technical identification (ID) of retaining structures, such as a check list will help designers and constructors. The second part of this guideline describes the vulnerability assessment of retaining structures regarding their important characteristics affecting seismic performance. The results of vulnerability assessment can be used to categorize and prioritize of retaining structures. In other words, after gathering information, the assessment is performed in two stages, mainly composed fast and detailed assessment. In this process based on the defined framework, first seismic vulnerability assessment of retaining structures is documented and then Seismic vulnerability assessment index of retaining structures is calculated. Finally, based on SVA1 index one of the following options is recommended: 1SVA:Seismic vulnerability assessment index 1. Relative safety or low vulnerability of retaining structures. In this case, detailed assessment is not a priority. 2. High vulnerability of retaining structures. In this case, detailed assessment is required. 3. Very high vulnerability of retaining structures. In this case other approaches, such as a change of, demolition or renovation is required.
