IR of Iran is ranked number one in the list of countries with the largest average number of earthquakes per year with a magnitude equal to or greater than 5.5 on the Richter scale [1].The seismicity of Iran and its general vulnerability to earthquakes have been graphically and catastrophically illustrated by the Bam earthquake on 23rd December 2003 [6], and most recently in the May 28th 2004 earthquake in the Alborz Mountains, an event that shook Tehran and produced 155 aftershocks in three days.
