Each region of each city has a special mechanism in location, rules, health, road. If long-term planning is observed and implemented, it will cause the operations to be implemented successfully, otherwise problems such as spoilage of goods can be mentioned. The main goal of suppliers is to provide new and fast services. Given the importance of blood and blood supply throughout the world and the many studies in various projects, the allocation of blood donation bases and routing will be very important. Improper allocation and routing can increase the cost and time for blood transfusions to hospitals. Policies that have been used to allocate hospitals and bases so far have been quite inaccurate in some cities. difficult localization is difficult to locate , given that blood donations have no specific time and people. and a totally arbitrary blood donation is done.For better service , we need to create or increase the allocations for blood donations in areas where the hospital exists. karaj city centre has 15 hospitals, 5 nongovernmental hospitals and 10 government hospitals.karaj has three blood donation sites in 3 regions of 12 regions. Some areas of Karaj, such as areas 1, 4, 6, 8, 10, do not have blood donation bases. With the help of Exploratory Data Analysis (EDA), we are trying to discover new patterns in this supply chain, and the desired data have been examined by examining different graphs. Based on this in this paper , we focus on the issue of providing the routing and routing of a mobile blood donation system and provided blood donation bases to the area 1. The remaining areas , as in Zone 1 , are allocated and routed .The proposed system consists of several key blood donation bases besides a shuttle called the shuttle .With this system running , the blood donation databases don " t need a daily return to the station to get the collected blood , but instead , the shuttle will visit the mobile blood donation bases on the ground and transfer the collected blood to the hospital. First , using the model ( set covering ) to allocate blood donations in areas where blood donation bases do not exist. Second , the routing model using method ( VRPMT ) is used to minimize the amount of time to collect a blood level from blood donor bases to the hospital .
