Abstract:

Today, in the international arena, all countries are trying to enter into mutual dialoguewith the principle of preserving national interests in the direction of all-rounddevelopment, and they have come to the conclusion that the use of cultural tools is thebest and most efficient way to optimally implement foreign policy and gain nationalinterests. Is. JCPOA is a turning point in the cultural diplomacy of the Islamic Republicof Iran. Because major policy-making and executive institutions and organizations haveplayed a role in its formation. With the occurrence of new political-security andgeopolitical developments and after the JCPOA, the sphere of power and politics of theIslamic Republic of Iran has changed vis-à-vis the European Union. This union, whichincludes some influential and powerful countries, is considered one of the mostpowerful economic blocs in the international system. Considering the sanctions thatAmerica has imposed against our country, developing and implementing efficientcultural diplomacy is an issue that can create a good opportunity for a more seriouspresence and interaction with the European Union and reduce tension and return peaceand security in have a clue It can be said that cultural diplomacy, as an efficient andflexible tool in foreign policy, seeks to improve the level of relations betweengovernments and increase understanding between nations and create international peaceand stability, in other words, cultural diplomacy through the expansion of culturalexchanges. - Art, the development of scientific-educational collaborations and theinteraction of elites and societies, language education and the removal of existinglanguage barriers provide suitable platforms for mutual understanding of humansocieties. If a country's foreign policy can promote its desired values in the internationalsystem by taking advantage of the attractive culture for nations, it will create behavioralpatterns and political commitments for its benefit without coercion at the macro level
