Abstract:

Introduction: Since the emergence of the Covid-۱۹ pandemic, corruption has witnessed a significant surge. The lion's share of emergency budgets is often directed towards supply management, encompassing the procurement of goods and services. It is during such crises that this process becomes most susceptible to corrupt practices. In light of this, the present study takes the form of a comprehensive scope review, aiming to investigate the challenges faced and propose effective solutions to combat corruption in emergency procurement during times of crisis.Methodology: This research adopts an applied study approach, falling under the domain review category. The data for this study were meticulously extracted from renowned databases such as Google Scholar, Scopus, Pubmed, and Web of Science.Results:A total of ۱۸۷ articles were carefully analyzed, shedding light on the various challenges within this field. These challenges encompass time constraints and the urgent need for procurement, lack of transparency and insufficient information, as well as limited and inadequate budgetary resources.To address these formidable challenges, a range of solutions are proposed. These include ensuring utmost transparency and justice throughout the procurement process, leveraging the potential of technology and electronic systems, fortifying controls and supervision mechanisms, intensifying organizational accountability, imposing stringent penalties for corrupt practices, fostering international cooperation, and cultivating a culture of discipline.Conclusion:Based on the findings of this article, it is imperative to design and implement the aforementioned principles in accordance with the unique circumstances and realities of each country and organization, in close collaboration with relevant institutions. Additionally, enhancing training and awareness among employees and officials, strengthening the capacities of organizations responsible for addressing and investigating complaints, and bolstering the legal framework and regulations pertaining to corruption are highlighted as effective solutions in combating corruption in emergency procurement.
