I n t h i s s t u d y, h u m a n i t a r i a n l o g i s t i c s n e t w o r k s a n d n e t w o r k r e s t o r a t i o n a r e p r e s e n t e d i n t h e f o r m o f a n i n t e g r a t e d n e t w o r k, s o t h a t t h e d a m a g e d r o u t e s a r e r e p a i r e d b y c r e w s u s i n g r e s t o r a t i o n e q u i p m e n t t o d i s t r i b u t e r e l i e f i t e m s. I n t h i s p a p e r, a t w o-s t a g e s t o c h a s t i c p r o g r a m m i n g m o d e l i s p r o p o s e d i n o r d e r t o l o c a t e r e l i e f f a c i l i t i e s a n d r e s t o r a t i o n e q u i p m e n t a n d d i s t r i b u t e r e l i e f i t e m s t o d e m a n d n o d e s a s s o o n a s p o s s i b l e. T h e o b j e c t i v e f u n c t i o n m i n i m i z e s t h e s o c i a l c o s t s o f t h e p r o b l e m s u c h a s d e p r i v a t i o n c o s t (i.e., t h e c o s t i m p o s e d o n s u r v i v o r s b y t h e l a c k o f a c c e s s t o c r i t i c a l s u p p l i e s) a n d l o g i s t i c s c o s t s u n d e r e a c h s c e n a r i o. A l s o, t h e f l o w o f t r u c k s c a r r y i n g r e l i e f i t e m s a n d r e p a i r e q u i p m e n t o n t h e r o u t e s i s s p e c i f i e d. I n o r d e r t o a d a p t t h e m o d e l t o t h e r e a l w o r l d, a c c o r d i n g t o t h e n a t u r e o f t h e e f f e c t i v e p a r a m e t e r s o f t h e m o d e l, t w o t y p e s o f s t r u c t u r a l a n d f u n c t i o n a l u n c e r t a i n t i e s h a v e b e e n c o n s i d e r e d. T h e f i r s t s o u r c e i s t h a t s o m e u n c e r t a i n p a r a m e t e r s m a y b e b a s e d o n f u t u r e s c e n a r i o s w h i c h a r e c o n s i d e r e d a c c o r d i n g t o t h e p r o b a b i l i t y o f t h e i r o c c u r r e n c e. T h e s e c o n d s o u r c e i s t h a t t h e v a l u e s o f t h e s e p a r a m e t e r s i n e a c h s c e n a r i o a r e u s u a l l y i m p r e c i s e a n d c a n b e s p e c i f i e d b y p o s s i b i l i t y d i s t r i b u t i o n s. I n t h i s r e g a r d, a r o b u s t f u z z y s t o c h a s t i c p r o g r a m m i n g a p p r o a c h h a s b e e n u s e d t o s o l v e t h e m o d e l. P o s s i b i l i t y t h e o r y i s u s e d t o c h o o s e a s o l u t i o n t o s u c h a p r o b l e m a n d a r o b u s t f u z z y s t o c h a s t i c p r o g r a m m i n g a p p r o a c h i s p r o p o s e d t h a t h a s s i g n i f i c a n t a d v a n t a g e s. T h e p r o p o s e d m o d e l h a s b e e n i m p l e m e n t e d f o r a c a s e s t u d y o f ۳۹ d i s t r i c t s o f I s t a n b u l a n d t h e c o m p u t a t i o n a l r e s u l t s s h o w t h e e f f e c t i v e e f f i c i e n c y o f t h i s m o d e l i n r e d u c i n g t h e s o c i a l c o s t s o f t h e h u m a n i t a r i a n l o g i s t i c s p r o b l e m.
